Looks up a seen CardSpace token by assertion id, ppid, and issuer hash.

Parameters:

assertionId - assertion id

privatePersonalIdentifier - ppid

issuerHash - SHA-1 hash of issuer's public key

Returns:

matching CardSpaceSeenToken if found, null otherwise
